The driving force behind Home Information Packs was partly the UK and EEC's pledge to the Kyoto Agreement,
and partly consumer lobbying groups pressuring goverment to come up with a solution to the elongated process of
conveyancing in the UK prior to June 2007.
Hence, legislation under
The Housing Act 2004
introduced the H.I.P. or Home Information Pack. It consists of several elements. Firstly, the E.P.C. or
Energy Performance Certificate is a form of survey on the
energy efficiency of the property, presenting the overall result in the format of an A to G scale - similar
to that which was introduced to rate the energy efficiency of white goods such as refrigerators and washing machines.
The pack also contains key legal documents needed for conveyancing such as Land Registry Title Deed and Local Authority searches.
There are further items that the pack may contain but does not need to. The discretionary items include environmental
and drainage searches and last, but by no means least, the H.C.R. or Home Condition Report.
The H.C.R. was origionally mandatory but was made descretionary as the government feared there would not be enough
qualified Licensed Home Inspectors when H.I.P.s first came out. The government has said that in the future it would
move to making H.C.R.s mandatory again. The H.C.R. is a form of survey on the condition of the property,
taking into consideration the structure of a property, its utility services, fixtures and fitting,
and the energy performance of the property. The H.C.R. makes a potential sale transaction more transparent and gives the seller
an advantage over a similar property for sale that does not have a H.C.R.
